WASHINGTON, DC – A scathing investigation report released today by the Forest Stewardship Council (FSC) details systematic illegal timber sourcing by one of Europe’s largest timber processors, the Austrian firm Holzindustrie Schweighofer. FSC’s 110-page report, produced by a panel of experts over nearly one year, states that Schweighofer “developed a culture” that incentivized illegal timber sourcing by putting cheap wood above legality in their sourcing of logs in Romania. FSC’s Board of Directors refused to accept the panel’s recommendation that Schweighofer lose its FSC status, instead putting the company on a three-month probation which allows products to continue to be sold under the FSC label.

A Holzindustrie Schweighofer fafeldolgozó vállalat azonnal orvosolja a kereskedelmi forgalmában tetten érhető rendellenességeket, és szüntesse be a gyanús körülmények között kitermelt fa felvásárlását – követeli a Természetvédelmi Világalap (WWF).
A környezetvédő civilek annak kapcsán adtak ki közleményt, hogy a héten a Felelős Erdőgazdálkodás Tanácsa (Forest Stewardship Council-FSC) tárgyalta az osztrák fafeldolgozó fenntartható erdőgazdálkodásra vonatkozó tanúsítványának ügyét, és arra a következtetésre jutottak, hogy a nagyvállalatnak köze van a törvénytelen fakitermeléshez. Az erdőgazdálkodásra vonatkozó tanúsítvány továbbra is felfüggesztve marad, februárig haladékot adtak a hiányosságok rendezésére, majd újra napirendre tűzik az ügyet.

A környezetvédelmi minisztérium december 9-én elindította az inspectorulpadurii.ro weboldalt, amely alapján a felhasználók maguk is ellenőrizhetik, egy adott rendszámmal rendelkező farakomány adott időszakban törvényesen szállított fát vagy sem a közutakon. A honlap elindítását Cristina Pasca-Palmer miniszter jelentette be egy sajtótájékoztatón.
A honlap több szatellitkép-forrást is felhasznál, de még nincs kész minden szükséges háttéradatbázis a működéséhez. Elsősorban egy innovatív eszközként fog szolgálni a fatolvajok ellen küzdő hatóságok számára, de az egyszerű polgárok is követhetik, hogy reális időben mi történik Románia erdeiben, ki vág, mit vág, mennyit, hol, kinek az engedélyével, hol rakodja föl az árut, és hol vannak a feltehetően illegális kitermelések - mondta a miniszter.

A conservation programme, the “National Register of Primeval Forests” is destined to save the remaining old-growth forests. However, the recently published interim report is more than disappointing: Currently, the register only includes about 13,000 hectares, which is less than six percent of the potentially existing old-growth forests in the country. WASHINGTON, DC – Romania’s Ministry of the Environment has released a new website allowing real-time tracking of all timber transports across the country.
This new map-based interface, “Forest Inspector,” represents a groundbreaking approach by the government to involve its citizens in the fight against illegal logging – a pervasive problem which continues to threaten the country’s valuable forests, among Europe’s oldest and most pristine.
“EIA congratulates Romania’s government for creating this unique and groundbreaking public access to key forest information,” said David Gehl, Eurasia Programs Coordinator for the Environmental Investigation Agency (EIA), a U.S.-based NGO that has documented the international trade in illegally cut Romanian timber. “It takes a nation to protect a national treasure. Romania’s new interactive website allows all of Romania’s citizens to take real action to stop illegal logging and help protect Romania’s valuable forests.”

Romania is unable to prevent wood from virgin forests to enter European market
Romanian environmental NGO Agent Green today published a new investigation showing that depots are laundry machines for trees stolen from Europe’s last virgin forests. That is why Holzindustrie Schweighofer (the largest wood processor in Romania) and other international players can easily process wood taken from virgin forests or national parks without knowing.

Schweighofer only exports wood products from Romania in 80 countries around the world, in many cases with the FSC (Forest Stewardship Council), a label that many consumers know and trust.
In this moment Romania has no traceability system in place to prevent illegal wood or from national parks and virgin forests to reach the global market. The recent effort by the Government to launch the Forest Inspector application is nothing more than a transparency tool, that’s all.
The only identification tool that may ensure the wood traceability at the moment is the APV number (the logging concession). This unique number occur on all trees extracted from a particular forest where logging was allowed for a certain volume. SUMAL, the State database centralized at Ministry of Environment contains all the necessary details, but its applications (Wood Tracker and Forest Inspector) are not made to ensure traceability to final products. The chances are even lower if the trees are taken to a depot in their way to the sawmill.
It would be a great beginning if the APV number would be marked on stump, logs, all subsequent pieces and the final product or its package”. There are other methods to track the wood, thanks to modern technology, but neither Government nor companies wishes to solve this key issue.
Agent Green had several talks on traceability with both, the ministry and Holzindustrie Schweighofer since year 2014.
This year, the forestry official of the ministry told us that traceability is not their concern and last year Schweighofer told us that they are satisfied with the FSC certificate that the company was still holding at that time. Now, the minister who is completely wrong will finish her mandate and go while Schweighofer lost its FSC certificate. The new coming minister should grant highest priority to traceability issue because from the legal point of view it is exclusively the task of the ministry. Until then, Schweighofer and other companies should make more efforts for a proper traceability system. Otherwise we’ll debate the illegal logging issue until we’ll run out of forests.
Agent Green investigators visited depots from all geographical regions of Romania and concluded that mixing of wood in depots is a common practice. In most of the cases, investigators observed there are no ”due-diligence” systems in depots according to the EU TR Regulation that is applicable in Romania since 2013.

In 2015 Agent Green made a complaint to EU Commission against Romania for being unable to prevent illegal wood to enter the global market. The Commission has started the infringement procedure against Romania at that time. But the Environmental Ministry has somehow convinced this year the Commission that things are fine in Romania and the infringement was classified.

December 16-án a Hornbach Romania bejelentette, januártól felbontja a partnerséget a Holzindustrie Schweighofer osztrák fafeldolgozóval, és nem árusítja jövőtől a termékeiket, másik beszállítót keres.
A nagykereskedés a vásárlók nyomására dönthetett a lépés mellett, ugyanis korábban petíció indult az építkezéssel, anyagok forgalmazásával foglalkozó nagykereskedések vásárlóit megszólítva, amelyben bojkottra szólítják őket azon cégekkel szemben, amelyek HS-termékeket forgalmaznak. A petíciót Hans Hedrich környezetvédelmi aktivista, a fogarasi Neuer Weg Egyesület alelnöke kezdeményezte, és mostanig több mint 14 ezren írták alá.

Major Retailer Drops Austrian Timber Giant Exposed in OCCRP Investigation
The Romanian branch of hypermarket chain Hornbach has announced it is severing its relationship with Austrian timber giant Holzindustrie Schweighofer, following an OCCRP investigation implicating the company in illegal logging.
The official account of the German chain’s Romanian branch announced the move in a comment posted on a Facebook thread last week. The company said its decision was in response to an October report by the Forest Stewardship Council, a Germany-based multi-stakeholder conservation organization, which recommended the body disassociate itself from Holzindustrie Schweighofer and related firms.
